According to Whitsunday Council's own "'Advertising Subordinate Local Law

However, the same law says that *'Political Advertisements' are Prohibited in a 'Community Environment'. Whitsunday Council defines a 'Community Environment' as::
land within the following planning scheme zones—
(i) Open Space;
(ii) Public Purpose.

I assume the PCYC is classified as "Public Purpose" and "Open Space".
It's interesting to note the law quoted above was introduced in 2011, the same time the candidate in question above was also a Councillor at Whitsunday Council.
